So, I was doing an investigation and chose to follow the lead about false propaganda making imperial citizens commit ritual murders. Turns out it's minor stuff and so on, investigation continues a few more missions. Then on step 5 it turns out that the main issue is... false propaganda causing ritual murders.

My guess is that it is an early implementation, with just a few templates.

I don't think the choices available for progression are complete. Everything can't be either a mislead flock or drugs. :)
