The Tech Preist should stand there i the left of the screenshots, I already finished the mission to rescue him, and even slavaged some items with him, but after another mission he's dissappear.

Ok, I have the missing tech priest, and missing Tarot. Also the priority mission terminal is no longer functioning. At the moment I now have no way to level my inquisitors and i'm stuck at lvl 6. My account level is still workable but that is all. Without this I can't do the harder missions in the campaign as i'm not a high enough gear score.
I have a similiar problem. on which planet do you rescue the techpriest ??
Lucky! My tech priest never showed up at all.
Well at least you could rescue him. When i tried he refused to enter the bloody exit point and just chills in the adjacent room so that i could not finish the mission. :(
Same for me. Got the techpriest and after a mission he was gone...
I logged out to take a nap and when I logged back in after the small patch not only is the tech priest missing, but the terrot is missing off the star map.
Set this current order state as My default.
