Starsystem Influnce reward missing

Recently I added up enough influence to get an Inoculator Component.

When I arrived on my bridge, the reward message popped up and told me about the new Inculator Component, but there was none at the Magos Biologis, she had only what she started with :-(

It is now several days after I reached the proper point in Starsystem-Influence, but the Inoculator component did not show up yet :-(

I found that the ones I got popped in eventually, but there seemed like a long delay as in I checked 3 times the day I got it with no luck but the next day it was there.

This has happened twice.
