I actually thought it was weird interaction with increasing it's effectiveness but if you have -debuff duration it lowers the duration of psyker buffs and shines, can't say for certain on the other buffs as I saw they were there but didn't look at their timers.

It was on an innoculator and I believe I had to be focused, i've since sold the item and haven't seen it again yet, was something like 40% reduction too.

May we ask where did you get the - debuff duration from? From an enchant?
