Put 4 skill points to the support tree that gives -20 cooldown. Also buy all the skills from the movement skill tree that reduces cooldown for skills with longer CD than 1 sec.

Modify the bio lightning with the rune reducing cooldown. You might look for some items, mostly signums which can also give you some percent blanket CD reduction.
