Semi-Replicable bug, I performed several tests with more recent ones being documented.

This can be an issue with archeotech crafted from ordos relic blue prints or with archeotechs purchased directly from the ordos.

It seems that, primary enchants can pull from the primary AND secondary pool of enchants while secondary enchants can only pull from the secondary enchant pull.

when testing to see if secondary could roll to primary it failed every attempt, ~65 attempts were made. 

In every instance of a primary rolling to secondary it happened in 10 or less attempts.
