No procurators when launching from prophecy

Hello! It may be one hell of a RNG thing but I've done 20+ missions launched from prophecy eligible for skull procurators and not found a single one. I did 4 missions launched from martyr and found 4 of them. As I say, I know RNG can work like that but it seems slightly low odds...
