No Ordo Shops

I completed the full Prophecy campaign on my PS4 but even so, when I try to talk to the ordo NPC's, they have no shops, I go through a loop of 2 conversations but nothing else happens.

Is this a bug or am i missing something?

You get into a loop of conversation with the Cherub NPC or when you click on the Ordo stores?
