I can still take Priority Missions even at 0 requests. Ver 1.0.7

I've noticed that even when the request mission is set to 0 (Priority Assignments), I can still sometimes take a mission, this happens around 60% of the time, it's possible that the counter may not update quicker than the display.

If not we've another bug. :(
