Friendy NPC Control

It should be noted,  that introduction of some basic control over allied NPC's is pretty much necessary. On the "Stay" and "Bite" level, at least, especially "Stay". The idiots are wading into Goreforged Flamer on-death fire patches and try to attack Rebel Psykers. It makes "Panic Room" missions a real pain on higher difficulties.

Such changes are beyond the scope of the current development process but I will write it up just in case we might add it later.
