The Game itself won´t insall direct x via steam (which is needed however), so you have to download manually after a fresh OS installation. Specifically it was the "d3dx11_43.dll" missing that prevented the game launch

downloading direct X manually from the microsoft website resolves that issue

Head to the game's "InstallUtils" library, and install directx from there.
