I ran into this bug as well. If I logout, or do a mission, then I can talk to Captain Ragna Van Wynter, but after talking to her I can't talk to her again.

yeah I've got the same problem at a different point in game. I've already beaten the campaign but now she is stuck in a mission briefing conversation after which I can't talk to her anymore.

After speaking to her exclamation mark remains and I can’t speak to her again and nor can I open the shop!

Also have the problem that captain still gives me ! for quest when i start my character, i talk to her she starts dialog but after dialog ! stays and i cant speak to her again neither sell stuff nor anything else

On PS4 after completing campaign at least credits were shown i had still campaign missions "breaking through lines" and the one in the library after that and the ! appeared

I'm actually stuck with the same problem after completing the main campaign (i suppose...). The ! appears above the head of captain Van Wynter, and she give me the same lines before bugging and not reacting at all, wich make the shop unusable.

My PSN is Rahn105 and my character name, Leandros.
