After you do a mission or exit the game (even if just going to the character choosing screen), the allocated attribute points are resetting.

Yeah I have this issue too. I am not 100% certain that attributes are actually applying during a mission due to the fact that they seem to instantly reset after you leave the command bridge. I have occasionally seen people report having the same issue with their weapon loadout resetting too.
